Range Operations Support Contract BUILDER Facility Condition Assessments

Salas O’Brien successfully staffed and managed the Civil Engineering (CE) and Environmental Departments for Range Operations Support of all downrange activities. Our team conducted comprehensive Facility Condition Assessments of Space Force assets, covering over 1 million square feet and 222 facilities. We used the BUILDER Sustainment Management System (SMS) to perform detailed facility walk-downs, equipment inventories, and visual inspections. We also reviewed as-built drawings and USAF CE projects, entered data into the BUILDER Remote Entry Database, and conducted quality control reviews. The assessments included facility condition, life cycle estimation/expectancy, space function, and utilization. Our engineers generated AutoCAD-compliant floor plans, geo-referenced them in ArcGIS software, and provided full-time BUILDER program management from 2016 to 2023. We performed recurring annual re-inspections of each facility and real property asset to update direct ratings and ensure accurate condition index (CI) scores.
