As part of our capital asset management services (CAMS), Salas O’Brien conducts facility condition assessments (FCAs) to assess the physical condition of a portfolio of facilities, identifying maintenance needs, estimating costs for repairs, and prioritizing actions to maintain or improve the functionality and safety of assets. They are integral to developing accurate budgets, setting priorities for capital improvements, and ensuring compliance with regulatory requirements.

Asset inventory
Establishing an inventory portfolio is the first step in tackling the maintenance and management requirements of owning and operating facilities. Salas O’Brien identifies and documents each asset and component to help owners track and manage their entire portfolio of equipment, structural elements, finishes, and utilities. We populate your inventory with photos and identifying characteristics such as age, location, capacity, and size through the use of collaborative excel based environments, sustainment management systems (SMS), computerized maintenance management systems (CMMS), or integrated work management systems (IWMS). Our team is not tied to a specific software platform, and we have experience navigating through many commercially available products on the market. We will provide management system recommendations tailored to the needs of our clients, or help implement and populate systems already obtained.
Detailed condition assessment
Performing a detailed condition assessment provides owners a real time snapshot of the overall health of your facility and assets. Salas O’Brien performs a visual assessment, establishes the manufacturer design life, and evaluates the current operational performance and physical condition of each component, asset, and interconnected systems.
Our team documents our findings through detailed photos and supporting details, carefully reviews each components age, obsolescence, and physical condition to establish a predicted remaining useful life (RUL). We collaborate with facility owners and maintenance personnel to determine the root cause of systemic issues and recurring failures. All information is then evaluated through a risk matrix establishing the likelihood of failure vs. its failure impact on the mission of your system or facility resulting in a prioritized list of actionable maintenance, repair, replacement, or modernization tasks. These tasks are combined into a multi-year capital plan that allows owners to prepare for upcoming expenditures and help decision makers understand where to spend their limited budgets, and when.
Our assessors are trained in rapid visual screening for life safety and Americans with Disabilities Act (ADA) compliance. As part of our overall FCA process, we bring any immediate personnel hazards (IPH) to the attention of the facility maintenance and management staff to safeguard the employees and public and document life safety and accessibility issues in our reports to help our clients maintain safety and compliance.
Rough order magnitude (ROM) cost estimates
Salas O’Brien’s team of technicians and engineers is led by a Certified Professional Estimator (CPE) who routinely develop cost estimates ranging from Rough Order of Magnitude (ROM) through issue for construction level. For our condition assessments and capital plan development, our team provides budgetary ROM estimates for all identified maintenance, repair, replacement, or modernization tasks.
Our estimators develop unique estimate markups to account for the costs of local area material costs, remoteness factors, program/project management, design costs, overhead, and other factors specific to each facility. These ROM estimates give management and decision makers budgetary costs to help plan for future projects and expenditures. Estimates are living documents that are refined and updated as the fidelity of projects move from an idea, to a concept, through all phases of design, and all the way through final acceptance and closeout of a project.
