Utilities Privatization Program

Salas O’Brien delivers portfolio management and operational support to AFCEC, in collaboration with IMAQ, across 62 privatized utility systems. Our team supports the transfer of electrical, natural gas, water, and wastewater systems to private ownership under Title 10 U.S.C. § 2688, the Utilities Privatization Authority. By guiding planning, conveyance, and post-conveyance management, we align system performance with long-term operational needs.

We also support the Department of War Utilities Privatization Post Award Workshop. This workshop brings together Air Force, Army, and Navy stakeholders to address challenges, share best practices, and advance innovative approaches. Through strategic guidance, stakeholder engagement, and a focus on resilient energy solutions, we enable clients to navigate complex ownership transitions, implement alternative funding strategies, and enhance long-term utility performance and reliability.
