Solano Community College District

Solano Community College District (SCCD) needed to replace two aging and unreliable substations supporting campus electrification, central plant modernization, and overall electrical reliability. SCCD wanted to use a design/build approach to expedite the project and minimize the risks and costs. However, they also needed a clear and detailed specification of the design and construction requirements to ensure the quality and performance of the new substations.

Salas O’Brien provided full engineering services to develop bridging documents for the substation replacement project. These documents included a summary of work, a basis of design, specific technical requirements, schematic plans, project constraints, reference materials, and code requirements. We also coordinated with the utility company, PG&E, to ensure the capacity growth of electrification, supported the bidding process, and continued through construction to ensure the final construction met the original bridging document intent.
