Finance First Other Transactional Authority

Salas O’Brien, with JCFS, supported an Other Transaction Authority contract at Joint Base Andrews to advance the Department of War (DoW) Defense Innovation Unit (DIU)’s Finance First initiative. This initiative accelerates the deployment of reliable, resilient energy solutions across
military installations by leveraging innovative business processes and turnkey financing approaches that reduce or eliminate the need for upfront government capital.

Our team developed data collection inputs and provided technical analysis to capture critical energy, utility, and mission-related information. Our work supports uninterrupted mission operations and helps establish scalable, repeatable processes that can be applied across the federal government.
