Salas O’Brien secures largest contract in USACE Memphis District history
Salas O’Brien was awarded a design-build contract for USACE’s first automated mat casting facility, supporting the Lower Mississippi River’s navigation, production, and long-term health.

The US Army Corps of Engineers (USACE) Memphis District has awarded Salas O’Brien a $43.9 million design-build contract, the largest in district history, to deliver the first automated mat casting facility on the Lower Mississippi River. This builds on Salas O’Brien’s long-standing partnership with USACE in support of their Regional Channel Improvement revetment mission.
Located at Richardson Landing, TN, the new facility will allow for the production of an estimated 50,000 to 150,000 articulated concrete mattress (ACM) squares annually to meet the Corps’ need for this critical material deployed by Armor 1 to stabilize riverbanks, reduce erosion, and maintain the alignment of the navigation channel.
As the prime contractor for this design-build project, Salas O’Brien and its key subcontractors, Burr & Cole, Rose Construction, and Pathfinder Systems, will work together to deliver every major facet of the project, including planning, engineering, construction, and commissioning. These efforts advance one of the Corps’ most important missions: maintaining a safe, reliable, and sustainable navigation channel throughout the Mississippi River system.
This award reinforces Salas O’Brien’s multidisciplinary expertise in federal infrastructure, automation, industrial systems, and large-scale civil works.
The facility is expected to be completed within three years.
