Salas O’Brien facilitates IGSA supporting one of the U.S. Navy’s largest housing redevelopment efforts
Salas O’Brien applied its federal partnerships expertise to help establish the IGSA that enables demolition of Halsey Village, setting the stage for important remediation and long-term development.
On August 21, Naval Station Great Lakes (NSGL) and Lake County signed an Intergovernmental Support Agreement (IGSA) that will move forward one of the largest housing demolition projects in the U.S. Navy’s history. Facilitated by Salas O’Brien, the agreement gives NSGL access to Lake County’s job-order contracting for demolition and related services under Navy oversight, ensuring efficient, compliant delivery.
Located in North Chicago, Illinois, Halsey Village was once home to 351 housing units for Navy personnel and their families. The 89-acre community now sits vacant, and its demolition has drawn national attention, with the IGSA setting the stage for this important step toward remediation and long-term redevelopment.
Planned operations include:
- 89-acre Halsey Village site
- 351 former housing units to be demolished in phases
- Superstructure, foundation, and utility demolition
- Lead and asbestos abatement
- Waste transport, removal, and disposal
- Site and civil work for stabilization
- Delivery through Lake County’s job-order contracting mechanism
