Jared Ashcraft serves as the Navy Portfolio Manager, leading a portfolio of complex, first‑of‑their‑kind Public‑Public and Public‑Private Partnership (P3/P4) projects and alternative funding initiatives across the Department of the Navy. He specializes in advancing installation mission readiness and infrastructure resilience through innovative, nontraditional funding and procurement strategies.
Jared guides Navy stakeholders through the full life cycle of strategic real estate and infrastructure initiatives, including mission and requirements analysis, feasibility and economic assessments, industry engagement, and the development of alternative financing strategies. He is recognized for facilitating high‑visibility stakeholder engagements and helping clients align operational priorities with long‑term infrastructure investment objectives.
In his portfolio management role, Jared oversees efforts to optimize real property assets, reduce lifecycle costs, and deliver mission‑focused infrastructure solutions that address under‑ and unfunded requirements across the Navy enterprise.
